A New Era for Import Duties Payment: Introduction of the Electronic Cash Ledger (ECL)

Starting from 1st March 2024, a revolutionary step will be taken in the realm of import duties payment through the implementation of the Electronic Cash Ledger (ECL) for goods imported via International Courier terminals. This initiative is set to transform the express industry by offering a more flexible, efficient, and user-friendly method of settling import duties.

Key Features of the ECL System:

  • Multiple Banking Options: With the introduction of ECL, stakeholders in the express industry can now make payments through multiple banks, leveraging the convenience of internet banking and NEFT/RTGS. This is a significant leap from the earlier system, which was limited to a single bank.
  • Previous Successes: It’s noteworthy that the ECL was successfully implemented for cargo processed through EDI at Seaports, Airports, ICDs, and LCSs starting from 1st April 2023. Its expansion to include goods imported through courier mode marks a significant milestone in the government’s efforts to streamline and digitalize the import duties payment process.
  • Comprehensive Preparatory Measures: The Directorate General of Systems, CBIC, undertook extensive preparatory measures, including registration melas and webinars from October to December 2023, to ensure a seamless transition for all stakeholders to the new ECL system.
  • Successful Pilot Phase: A pilot phase initiated on 15th January 2024 across major locations, including Delhi, Bengaluru, Mumbai, and other International Courier Terminal locations, has been running smoothly since 12th February 2024, affirming the system’s readiness and reliability.
